[A] If a transaction is showing "Partially Delivered" as shown below, that means you have not received the total ordered quantity.
[B] In order to check balance quantity you can refer "Purchase Order Register(Item-Wise)" report in which you will able to see Ordered Quantity, Delivered Quantity & Balance Quantity
[C] Above case was for a purchase transaction, if a sales transaction is showing status as "Partially Delivered" then you can check "Order Confirmation / Sales Order Register (Item-wise)" report to check the balance quantity that needs to be delivered.
[D] After taking all material inward in a purchase transaction and after dispatching all the material in a sales transaction, the status will change to "Fully Delivered".
